If you record an FX macro with a value set for Wave or Step, then apply the macro to a set of fixtures, the recorded Wave or Step value will be highlighted but will not actually be applied to the selected fixtures
until the parameter is updated manually.

Effects should be saved as Presets, not FX Macros…
FX Macro only contains the data for a SINGLE (last selected) fixture
